Ford donated this 2020 Shelby Cobra GT 500 test car to Dearborn Fire Department in Michigan for training exercises that included; vehicle extrication and other training that included special operations and equipment familiarization.

It is, but odds are this 'test vehicle' had no VIN or other things to make it truly road worthy.

There are several locations where you can find the Ford VIN number. These locations include:
At the base of the windshield; You can also check the VIN information by using this ford-vin-decoder.com decoder.
In the doorjamb;
On the inside frame or jamb of the driver-side front door;
The dashboard near the base of the windscreen (driver's side);
On a plate secured to an area on the chassis;
The transmission housing;
The left-center pillar.
